HOME & COMMUNITY BASED SERVICES (HCBS)
The Balancing Incentive Program (BIP) has been authorized by the Affordable Care Act. The BIP program provides incentives to States to offer community Long-Term Care Services & Supports (LTSS) as an alternative to Institutional Care. Click here for more information on BIP.
BIP is a funding opportunity which:
Provides enhanced FMAP (+2%) to participating states to rebalance Medicaid LTSS from institutions to home/community settings.
Requires three structural changes:
Core Standardized Assessment Instruments
No wrong door/single entry point network
Conflict- free Case Management
